A. The civilian is the main focus: Significant improvement in the citizens' and residents' personal security and sense of personal security.
- Strengthening the local police station and its activities (patrol, intelligence, investigations, crime scene investigations, community involvement and crime prevention).
- Increasing police presence in "hot spots", areas with a high density of criminal activity which affect personal security (entertainment areas, crowds, etc.).
- Improving the service to the public by shortening the police response time.
- Establishing and strengthening the cooperation between the local police and the local municipality
- Strengthening the cooperation with all of the law enforcement bodies in Israel, such as: enforcement agencies, the legal system, the courts of law, the Israel Prison Service and various government offices.
- Supporting the improvement in the personal security and the sense of the personal security using scientific methods and tools.
B. The felon is the main focus: Enhancement of the effectiveness in fighting serious crime, public corruption and financial crimes in Israel.
- Fighting serious and organized crime (dealing with crime families and the foundations of crime).
- Fighting human trafficking
- Fighting the use and trafficking of illegal drugs.
- Fighting financial and computer crimes, including money laundering and violations of intellectual property rights.
- Continuing the support of the committee guiding and coordinating the war against serious and organized crime and its outcome.
- Creating an intelligence team as part of the Israel Police Investigation and Intelligence Department, consisting of professionals from the police, the Israel Tax Authority and the Financial Intelligence Unit in order to combat economic crimes.
- Creating a witness protection authority.
- Fighting agricultural theft.
- Minimizing the phenomenon of illegal invasion of state land and illegal building.
- Operating the "No-Violence City" program and other prevention programs by the Israel Police and "Metzila", the Ministry's Community and Crime Prevention Division, in order to minimize the violence in the Israeli society.
- Strengthening the electronic/communications intelligence gathering in the Israel Police.
- Encouraging research and development aimed to promote technologies that will improve operational capabilities.
- Expanding the DNA bank.
- Widening the use of biometry for identification purposes.
C. Expansion and upgrade of the correctional system and alternatives to imprisonment in response to the criminal and security needs, while also meeting the requirements of the Detention Law and the regulations derived from it.
- Completion of the transfer of the responsibility for corrections and prisoner escorts from the Israel Police to the Israel Prison Service.
- Increasing the capacity of the correctional facilities in Israel, for both the criminal and security prisoners (including specialized facilities).
- Continuing the implementation and expansion of the Electronic Monitoring program.
- Minimizing the number of prisoners who fail to return from prison furloughs.
- Continuing the improvement and upgrading of community service as an alternative to incarceration.
- Continuing expansion of the reception and classification process for inmates.
- Promoting the establishment of a privatized correction facility.
- Promoting the pilot program for use of videoconference for detention on remand.
- Expanding and strengthening the specialization in prisoner and detainee treatment, including preparing inmates for reentry after their release.
- Promoting technology for improving the management and security of correction and detention facilities.
D. Waging an uncompromising war against road accidents in order to minimize their extent and severity.
- Minimizing the extent of road accidents on urban and interurban roads.
- Integration of advanced technology in traffic law enforcement (implementation of the Automatic Electronic Enforcement program and transferring traffic cameras from analog to digital)
- Strengthening the cooperation between the Israel Police, the Ministry of Transportation, the National Road Safety Authority and the local municipalities, working towards minimizing the extent of road accidents and encouraging educational programs in schools and other non-formal frameworks, and raising awareness of the subject.
- Cooperation with the Ministry of Justice toward improving the law enforcement and punishment.
E. Defining the Ministry of Public Security's role in national preparedness during a state of emergency.
- Promoting the Government’s authorization of the homeland security perception, including the state of emergency on the home front, as formulated by the National Security Council in conjunction with the Ministry of Public Security.
- Refreshing the combat doctrine, commands and regulations regarding the state of emergency on the home front, in light of the experience of the recent second Lebanon war.
- Improving the operational capabilities and cooperation with other relevant government offices, emergency agencies and local municipalities for times of emergency on the home front.
F. Significantly improving the manner and nature of service to the public
- Setting measures, criteria and regulations defining the level of service to be given by the Israel Police.
- Improving the awareness of service and professional capabilities among the Israeli policemen and women and prison wardens who come in direct contact with the public.
- Improving the service to the non-Jewish sector.
- Continuing the improvement and upgrading of the information and services for victims of crime.
- Improving the work environment in locations where service is given.
- Tightening the coordination with the local municipalities in regard to serving the public.
- Expanding the online services offered to the public (payments, filing complaints etc.)
- Improving the treatment of public complaints and appeals in the Ministry and its agencies.
- Supporting the improvement of public service via research and science.
G. Strengthening the contribution of international relations on the part of the Ministry and its agencies with corresponding organizations around the globe, in order to achieve the Ministry's goals
- Promoting and strengthening the cooperation with American government agencies such as the Ministry of Justice, DEA, TSWG, NIJ, FBI etc. in fields such as operational capabilities and scientific and technological research and development.
- Promoting and strengthening the cooperation with the American Office of Homeland Security in areas such as operational capabilities and scientific and technological research and development.
- Promoting and strengthening the cooperation with European countries (such as England, Germany, France, Spain, Italy, Holland, the European Union, Russia, Ukraine, Bulgaria, Romania and Hungary), in topics such as homeland security, crime, law enforcement, war against terror and research and development.
- Promoting cooperation with Jordan and Egypt in fields such as crime and law enforcement.
- Promoting the cooperation with South American countries in subjects such as crime and law enforcement.
H. Advancement of legislative procedures aimed at improving the operational capabilities of the Ministry’s agencies
- Promoting and legislating a crime and violence law aimed at improving the citizens' personal security and to amplify deterrence.
- Promoting and legislating a law aimed at improving the correctional system and correction alternatives.
- Promoting and legislating a law aimed at minimizing road accidents.
- Promoting legislation implementing the conclusions and recommendations from the recent second Lebanon war, and the implementation of the homeland security perception, including regarding the state of emergency on the home front, following its approval by the Government.
- Forming new cooperation agreements and understandings and updating existing ones with countries around the world on homeland security, the war against crime and terrorism, and law enforcement.
- Promoting and legislating a law for the changes and reorganization required in the Ministry and its agencies.
I. Structural and organizational changes aimed at improving the organizational structure of the Ministry and its agencies
- Decreasing the number of senior ranking Israel Police officers by 13%.
- Reducing the strength (number of officers) of the “virtual” Superintendent rank officers who are filling job slots defined as lower ranking Chief Inspectors.
- Examination of the service model in the Israel Police and the Israel Prison Service.
- Promoting the establishment and expansion of departments in the Ministry, including: creating a department of strategy, enhancing the technological capabilities in the Bureau of the Chief Scientist and creating an authority for border crossings (subject to the Government's approval).
- Completion of preparation stages for the implementation of the organizational restructuring of the Israel Police, based on 3 districts.
- Promoting the establishment of a new national police training center in Beit Shemesh.
J. Effective planning and management of the resources at the disposal of the Ministry and its agencies.
- Preparing a long-term work plan for the period 2008-2012 for the Ministry and its agencies, including organizing towards working with a matching long-term budget.
- Examination and updating of the salaries in the Israel Police and the Israel Prison Service.
- Managing a capital fund for vehicle fleet depreciation.
- Continuing the expansion of outsourcing of services in the Israel Police and Israel Prison Service.
- Completion of the building of unfinished police stations and correction facilities; promoting plans for new police stations and corrections facilities, and renovation of existing facilities.
