 About the Ministry 
Mission Statement and Key Goals

This relatively small Ministry must meet complex and sensitive challenges generated by the many changes taking place in both the social and the political domains.

  • Regional political developments in the Middle East oblige the Ministry to change  perceptions of how the security forces should conduct themselves and to come up with a plan to meet the demands of the newly- forming reality.
  • We must find a way to separate our basic security duties from our conventional policing responsibilities, the latter having suffered from security's urgent demand for resources over the years.
  • We will increase the cooperation between the police and the community and make a reality of the service approach to policing. We believe that mobilizing the community to deter and prevent crime should be at the core of the democratization and 'civilianization' process which the IP is going through. 
  • The police officer and his citizen- client need to be regarded as an entity. The effectiveness and smoothness of their transactions must be seen not just as a measure of police performance but of the whole police- public relationship -     from both sides.
  • The continuing bad conditions in many prisons and remand centers demand a sustained effort to upgrade IPS infrastructure and services. A complementary answer is partial privatization.
  • The IPS must work more closely with social service agencies, community projects, and businesses in order to prevent the prisoner's complete alienation from society.
  • We must clarify the Ministry's goals and decision- making processes and make them transparent to public inspection and crticism, as befits a democratic society. The Ministry, the IP, and the IPS have all inaugurated a 'freedom of information' strategy in relation to the public.
