Purpose and Strategy
The Israel Prison Service (IPS) is a security organization, that has a clear social mission and which is an integral part of Israel’s system of law enforcement. Its chief roles include the holding of prisoners and detainees under secure and suitable conditions, while preserving their dignity, meeting their basic needs, and providing corrective tools to inmates for whom such tools are appropriate. The function of these corrective tools is to improve the prisoners’ capacity for reintegrating into normative society after their release from prison. The corrective tools are provided in coordination and cooperation with relevant national, regional and municipal authorities and organizations. To achieve the above goal, the IPS makes every effort to continually enhance the professional skills of its prison guards and to develop suitable and humane incarceration facilities that meet the demands of the law and the security and corrective treatment needs of IPS prisoners and which express a thorough utilization of advanced technology. The main goals of the Israel Prison Service
- The holding of prisoners in accordance with the instructions of the nation’s courts of law and in compliance with the conditions duly set forth by law; the holding of detainees until completion of the legal proceedings initiated against them.
- Holding of prisoners during their period of sentence with the aim of preventing them from causing any further harm to society.
- Provision of treatment services for prisoners during their period of incarceration so that, after their rehabilitation and on their release from prison, they can reintegrate into normative society and once again be productive citizens.
- Adjustment and renovation of existing IPS facilities for the purpose of improving the living conditions of prisoners.
- Securing of IPS facilities, securing and of information held in these facilities; ensuring of the personal security of prisoners and provision of secure escort services during prisoner transfers.
- Screening and assigning of prisoners to suitable prison facilities; provision of medical, social and psychological services to prisoners; maintenance of a system of prisoner obligations and privileges; organization of educational services; provision of vocational training services; organization of prisoner employment activities; and provision of religious and rehabilitation services.
- Conducting of activities that express the IPS’ total commitment to its mission of waging a constant war on drugs within the prison system, as part of Israeli society’s overall war on drug abuse and drug trafficking.
- Training of suitable personnel for service with the IPS with an emphasis on such traits as personal integrity, humaneness, professionalism, reliability, loyalty and credible reporting at every level of command; and concern for personnel development and for the well-being of all prison staff.
