| The Israel Prison Service (IPS) began drug treatment programs for inmates more than thirty years ago when, in 1974, 8 beds were allocated in the closed section of a prison hospital, in order to administer IPS-initiated or court-ordered drug treatment. But it was the opening of the brand new Hermon facility in 1999 that marked the start of a new era in the history of drug treatment in Israel’s prisons. For the first time an entire prison was dedicated to drug treatment. The large drug rehabilitation center in the Sharon prison was transferred to the Hermon facility, and it became the major IPS drug treatment center.
The treatment concept at the Hermon prison and its method of operation are based on the Therapeutic Community concept, and ex-addicts are an integral element of the treatment staff. |
