| In recent years, between 30% - 40% of complaints of inappropriate police conduct have been closed as 'Unsubstantiated', a situation which has left many users of the public complaints system, police officers and complainants alike, unhappy. There is a clear need to explore alternative methods of handling the less serious complaints and the Public Complaints Unit has devoted extensive time and effort to the issue. Discovering that the independent mediation of public complaints against police officers has taken root in police forces in several countries, the Deputy Commissioner appointed a Steering committee on Mediation of Public Complaints against Police officers in December 2002, to look into introducing a mediation process into the Israel Police's public complaints system. |
