 Minister Aharonovitch Holds Discussions and Status Updates on Violence in Sports

During a meeting on violence in sports, the Minister of Public Security, Yitzhak Aharonovitch heard a survey by the Deputy Director General of the Ministry on the progress made in the field. Minister Aharonovitch heard about what is being done in the field of legislation and enforcement in order to promote the subject of violence and racism prevention in sporting events.

The Israel Police presented its achievements and a representative of the Legal Advisor's Department updated the participants on the current status of the new law to take effect in 2010, which defines, among others, the responsibilities and preconditions of having a sporting event, the functionaries, enforcement and penalization. The meeting was attended by the Minister's Chief of Staff, the Deputy Director General of the Ministry, the Head of Operations in the Israel Police, Israel Police representatives, Deputy Director of the Community and Crime Prevention Department in the Ministry.

The Deputy Director of Metzila, the Ministry's Community and Crime Prevention Department, Commander Asher Ben Baruch, presented the department's work plan for violence and racism prevention in sports, which is based on cooperation with the Ministry of Sport and Culture, the Israel Football Association, the Israel Police, local municipalities, fan clubs, the New Israel Foundation and the Israel Football Players Association. The work plan was developed following the recommendations of an inter- ministerial committee for the battle against violence in sports and is a complimenting aspect to the police enforcement.
Metzila activity highlights:
  1. Trust building processes and agreements between the fans, club managements and the Israel Police. The program was successfully implemented in the Bnei Yehuda Football Club in Tel-Aviv, and is now in early stages of being implemented in two other clubs.
  2. Meetings and public panels are held by the local municipality with students and fans, discussing the problems and solutions.
  3. Nurturing excellence among football clubs – participating in the violence and racism prevention awards granted to leading football clubs and fan clubs, and encouraging fans towards positive leadership and role models for others. 
  4. The newest Metzila model is being formed: "Minimization of violence and racism by nurturing and strengthening the Israeli fans."
In light of the start of the new sport season in Israel, Minister Aharonovitch instructed the police to work on a number of levels:
  1. To focus attention on juveniles who interfere with public order and to find more effective and firm legal enforcement methods against the delinquents;
  2. To install and implement technologies in sporting facilities in order to locate offenders and to be used as evidence against them in the courts; and define such technology as a prerequisite for hosting a sporting event.
  3. To continue the transfer of security responsibilities for the facilities from the Israel Police to the local ushers. The Israel Police will continue to supervise the security activities within the facilities and have full responsibility for the external security as well as being a responding force for all developments within the facility, all in compliance with the Violence Prohibition in Sports Act due to take effect in 2010.
  4. To put an emphasis on uncompromising enforcement during youth sporting events in light of the drastic incline in violent occurrences during such events.
Minister Aharonovitch congratulated the progress being made and emphasized the importance of nurturing excellence among the football clubs and directed the participants to continue their excellent work and continue to decrease the violence and racism in sports.
