 Dog Breeding and Training Program for Security Purposes 
Background
 In today's era, when fighting crime and global terror is on the top of the public agenda, the use of trained dogs in the security and policing field both in Israel and abroad has become more and more common and efficient. The dogs are trained to detect drugs and any other contraband substances that can be used in a terrorist attack or criminal acts.
 
Due to the growing demand for trained dogs for security purposes across the globe, it has become difficult to find high quality purebred dogs fit for the nature of this work. In order to overcome the difficulty, it was decided by the Ministry of Public Security and Israel Police to promote the subject in Israel. In order to do so, the Ministry joined forces with the Rural Education Administration in the Ministry of Education and created a dog breeding and training program on the grounds of the Manof Youth Village, involving the students in the program. 

Goals
The purpose of the program is to breed and train dogs from a very early age to take part in the operational service of the Israel Police and Israel Prison Service. An added value to the program is the rich educational program it offers to the students in the youth village, with an emphasis on agriculture education and working with animals.

The Method
The Chief Scientist of the Ministry of Public Security, along with the Israel Police, defined specific criteria required for the selection of the youth village, the pedagogic program, the breeding program and the kind of training the dogs will receive.
The following requirements were defined:

  • The kennel grounds will meet the highest standards, including the quality and number of cages, an isolation room and training facilities.
  • The program will employ only professionals with appropriate knowledge, experience and background.
  • The program will use a newly designed software program documenting every stage of the dogs' development.
  • Lesson plans were prepared for the youth village, designed to meet the student's needs.
  • The Manof youth village was carefully selected by a committee within the Ministry of Education due to its high professional and administrative standards.
Status
The program was inaugurated in January 2006. The program is running under the on-site supervision of the Chief Scientist of the Ministry of Public Security and the Israel Police. With the completion of every stage of training, the dogs are being tested by the Israel Police specialists.
