 Guiding Principles 
In light of the project’s goals the choice of house detainees assumes great importance. The principles guiding this choice are:
  1. The project is not suitable for violent persons!
  2. The project is designed to help reduce the prison population. Candidates  therefore should be persons who, were it not for the project, would be imprisoned. The project is not intended for detainees or prisoners who can be released from the regular forms of detention/imprisonment. It is not designed to supplement these regular forms with an electronic monitoring device but to constitute a primary and exclusive form of detention.
  3. A balance needs to be maintained between protecting the interest of the general public (by restricting detainees’ or prisoners freedom) and reducing the potential damage caused to inmates by current conditions in the regular forms of detention or imprisonment.
Operational Principles
The Ministry of Public Security has laid down the following operational principles for the project:
  1. The method shall be made available in all parts of Israel.
  2. The duration of electronic supervision shall not exceed 6 months, with the possibility of extension by court or parole board decision.
  3. Only currently commercially available (off-the-shelf) technologies shall be employed. There is no need to wait for further technological development.
  4. Operational responsibility for the project shall lie with the project’s Board of Management in the Ministry of Public Security, working in full cooperation with the agencies listed below. 
  5. Day-to-day project management shall be entrusted to a civilian agency working under the direction of the project’s Board of Management.
