 Project Partners 
Project Partners
The following agencies will take part in the project’s implementation, each in its own sphere of responsibility:
  1. The Ministry of Public Security — the Ministry, in collaboration with all other agencies involved in the project, will be responsible for the project’s development and progress, for making project policy, including operational principles and methods, for ongoing oversight and evaluation, and for the project’s ongoing management. The Ministry will control and coordinate implementation, will develop new applications for electronic monitoring, and will bear responsibility for forwarding legislative amendments, as and when required in light of lessons learnt from project implementation.
  2. The Ministry of Justice — will bear responsibility for making prosecution policy and applying it in the courts and for directing and coordinating all work arising out of court decisions and requirements; it will also direct, or assist in, passing legislative amendments.
  3. The Israel Police — will be responsible, together with the State Prosecutor’s Office, for selecting arrested persons as candidates for house arrest under the project, for presenting the candidates’ case to the courts and for returning the case to the courts in the event of a violation of the house arrest terms. The Israel Police will also take the necessary enforcement measures in response to violations detected by the project management agency.
  4. The Prisons Service —  the core of the Prisons Service’s contribution will lie in helping to bring the Prisoner Rehabilitation Authority on board the project and in identifying those prisoners who are, prima facie, suitable for early release under electronic monitoring. The Service will also come into the picture when a prisoner who has violated the terms of house arrest has to be brought before a parole board and, likewise, when the duration of a period of electronic supervision is extended.
  5. The Ministry of Labor and Social Affairs’ Adult and Youth Probation Services: these services will have two main functions: 
      • Preparing the detainee, his family and his living quarters for detention at home under electronic monitoring.
      • Providing ongoing support and oversight during the detention. Their main contribution in this area will be to deal with the issues and problems raised by the detainee satisfying all the terms of his electronic monitoring. If the need arises, the detainee will be referred for help and care to the local social services bureau.
  6. The Prisoner Rehabilitation Authority —  will do for conditionally released prisoners what the Probation Services will do for arrested persons. It will review prisoners rejected by a parole board for early release when electronic monitoring was not available and assess them as potential candidates for the new project; for those deemed suitable it will draw up a program of early release under electronic monitoring, including the provision of ongoing support and oversight during the detention; it will monitor the prisoner’s fulfillment of the conditions laid down by the parole board, support the prisoner in rejoining his local community and reintegrating into it; it will report violations of the house arrest terms to the responsible authorities; and so on.
The project for the house arrest under electronic monitoring of arrested persons freed on bail and conditionally released prisoners, is the fruit of intensive staff work, organized and coordinated with all the above-listed agencies by the Bureau of the Chief Scientist at the Ministry of Public Security. It is also the Bureau of the Chief Scientist that is responsible for the project’s Board of Management, in cooperation with an interministerial steering committee, comprising representatives from all project partners.
The Ministry of Public Security views this project as an important contribution to law-enforcement and attaches great importance to its success.  To ensure this success and to conduct running repairs to operational methods, the Board of Management will maintain close oversight over the project’s implementation.

The project will also benefit from an ongoing evaluation study, designed to measure the level of success and to recommend improvements.
