Abstract 
 The phenomenon of abducting and murdering soldiers and civilians by hostile organizations and then burying them, the increase in violent and organized crime, requires the security agency to collect maximum amounts of data from every crime scene that will hopefully lead to the whereabouts of a buried body.   The recovery of buried bodies can lead to a breakthrough in the case and the arrest of the offenders, and prevent similar cases in the future.  In order to examine the specific characteristics of the area and ground where a body is buried, tests were run on locations of two burial sites where pig carcasses were buried. The objectives of the experiments were to assess the possibilities of identifying burial sites in the ground from aerial pictures using thermal cameras.     During the experiment, the variations of temperatures of the ground were tested during the different stages of tissue decomposition. The findings vary depending on the size of the body and the depth it is buried.   The findings showed unique characteristics of the soil on top of the body, and were identifiable from the air as well. The findings supported previous knowledge about the different temperatures which occur in bodies and the change of configuration of nearby soil and unique vegetation in the area.  This research project can be used as the basis for further development of scientific data banks regarding location of buried bodies according to thermal-aerial pictures of the area.  In accordance to perennial work plan of the Bureau of the Chief Scientist in the Minister of Public Security, and as part of a series of research papers conducted on this subject, a survey was conducted titled: "Public Attitudes Towards the Israeli Police, 2007"  The Survey was conducted by Smith Consulting and Research Inc. and was lead by Mr. Rafi Smith and Mrs. Hagit Yehzkel.
  Between August 12 and August 19, 2007 the Smith Research Institute conducted a public opinion survey concerning public attitudes toward the Israeli Police. A total of 1500 individuals were interviewed by telephone.

Among the Jewish population 1,351 individuals were interviewed, of which 1,101were adults (over 18 years old) and 150 were adolescents (aged 14-18 years). 
Among the Israeli Arab population, 249 adults (over 18 years of age) were interviewed.
 The survey included questions, regarding the image of the Israeli police and policemen, evaluation of the manner in which the police handles various areas of activity, sense of personal security, contact with the police, and other subjects.
 The findings show general low evaluations towards the police, even in comparison to previous years. High evaluations are expressed in regards to the respectful appearance of the police officers and their professionalism. 
  In regards to the general evaluation of the police of the way it fulfills its functions, It seems that there is a big variance between the functions evaluations of the police; when in its security functions the police gets very high evaluations (even though a little bit lower then in 2006), but evaluations of its handling the public order are moderate (even though a little bit higher then in 2006) and evaluations of its struggling traffic accidents and crime, are very low when just one third of the public gave positive evaluations (a significant decline compared to last year). Those low evaluations in those matters are more significant especially when those two topics are in the main public interest (as will be shown in the next clause). It seems that in order to improve the general police evaluations and in particularly its functional evaluation one should focus on the ways to improve the police handling of traffic accidents and its crime struggles.
 In regards to the Public's priorities when it comes to police responsibilities, first place is the handling of traffic accidents. It is the first time that this matter is in public top priority. In the second place is crime struggling; terrorist acts prevention was downgraded to the third place.
 According to the survey, there is a high readiness to cooperate with the police in different circumstances, mostly in regards to road accidents, reporting suspicious objects and neighborhood crime.
 Despite the findings of the survey, during 2007, there has been no significant change in the sense personal security and in some situations there has been as light improvement (in the community and in educational institutions).
 It is our honor to present this final research report which concludes its findings. We are sure that it will be of great interest and will significantly contribute to the Ministry of Public Security, the Israel Police and all law enforcement agencies.

 Two prizes are be awarded each year:
 A cash award equivalent in value to the university tuition fee for one academic year, as determined by the Council for Higher Education, to be awarded for work conducted by a police officer or prison guard who has carried out research, whether in the context of his/her work or in any other context, irrespective of whether the recipient attends an academic institution or not, with the stipulation that the research study meets the criteria specified and defined in Section 7, Subsection A, of the rules and regulations governing the prize.
 An additional prize equivalent in value to three years of academic study at a university, to be awarded to a scientific researcher or to a research team operating in an academic context recognized by the Council for Higher Education, in a recognized public research institute or in any other context.
 The prizes will be awarded to the recipients by the Minister of Public Security annually at a special ceremony. In addition, each recipient will be given a special certificate issued by the minister.
 R&amp;amp;D projects that have been conducted and submitted for the purpose of meeting the requirements of a Bachelor's, Master's or Doctor of Philosophy degree cannot be considered for this prize.
